Are you sure that is how the question is written? It doesn't make sense. I think you wanted to write... No, it is 10:00pm. The train ... at 11:00pm. I say this because teain is not a word and the letter r is next to the letter e on an English keyboard. If I'm right about the question, then this is about the future. We know this because the time in the sentence is 10pm and 11pm hasn't happened yet. If someone is talking about something that will happen in the future, we use will + verb. The verb in this sentence is arrive. Do you see which answer has will arrive? The answer is 2. The other answers are different tenses for arrive. It's much more common spoken English to use the Simple Present tense when you're talking about schedules or timetables: The train arrives at 11pm. But of the choices you gave, the only one that works grammatically is #2 "will arrive."
