Is the answer B wrong? I incline to think that the calling event and the dinner event happen at the same time. Does the word ”phone” can be used in the present continuous?

The most natural answer would be "A" though "phone" is not commonly used as a verb in English so it's not very natural. Most people say "call", "calling" or "called"

B is wrong in this case because the call interrupts the ongoing meal. But it’s possible to use ‘phone’ in continuous tenses, if that is the intended meaning.
