Hi,

What level are you now. Maybe u can get a mock IELTS or TOEFL test online just to see you current level. 

In order to be fluent, I believe you need to practise speaking it all the time. Maybe try to have skype friend and talk to each other in english. 

My experience with reading is that I am quite good with reading and vocab but my speaking and grammar is not at par with my reading.
