I don't know much about the fees, but if you're trying to invite you should contact their company, of course.
And I don't think you will have any chance with BIG companies like SM, JYP, YG and Cube.
And also, it depends on the destination. If you're trying to invite them to Narnia (like my country, where not much Kpop groups willingly come LOL), you will need a LOT of data and preparation to convince them to come. GOOD LUCK ^_^
I wish I can invite my favorite idol group to my country. But's it's not easy (nearly impossible tbh) T T.
