Do we really need the modal auxiliary verb "need" or have to/ do not have to will suffice?
To me the sentence " You needn't fill in a form." sounds somewhat odd and a bit stilted, but still it gives you an impression of a very good English.

You are right. It's correct, but a little old-fashioned, to use the modal form of 'need'. For most native speakers, it wouldn't be our first choice of construction. We'd be more likely to say 'You don't need to ..' or 'You don't have to..'.
