I want to learn the tenses of english 

and when use " have been " the action happened but still doing

Have been is used when something you started in the past and still you are doing it.

for example: I have been teaching for last two years.

She has been cleaning since morning.

 

Above is present perfect tense and be careful with the usage of 'for' and 'since'. There are some good videos available on youtube which may help you to learn tenses.
