If you don't have enough time to dedicate then probably you won't have any significant progress. Anyways, you can try to use the language that you want to learn in your daily life. For example, if you tend to read news, search for international news in the language you want to practice. Also, you can do some exercises thinking how you would manage a situation in the target language. For example, how you would ask for something in a store. If you have doubts or can't find the right words, then memorize what you wanted to say and search them when you have time to increase your vocabulary (a good way to do that is using this web site)
