The best way to start would be to write short pieces of text [in English] and posting them for correction on Notebook.  That will help you to learn how to construct sentences, and to use the correct tenses of verbs, etc.  You should be able to do this before you try to speak.

It takes time, but the more you put in to it, the more you get out.
