same for me... i understand very good if I listen or read but i'm not fluent... maybe because I don't practice my speaking

Read books,never think about grammar rules,focus on the meaning of the story.It's like I saw many new words,I have no idea about their meaning,but I will continue with  reading anyway ,and they will fall into the place.It takes time,but it always happenes whenever being patient.

My level is c1 advanced
