American English is more familiar and we have heard it a lot. But for me British English is beautiful, I've been learning British English and its so different with American English. Even British English itself has many different accents depends on the city or area in UK. For example London may has some different pronunciation with Manchester. For beginner, American English is much more safer.

That would depend on where you are located and who you are interacting with.  The dialect in the United States is more easily understood for many countries (from what I've heard), however, depending on which area of the world you are from, some countries may learn British English.  There are terms that they use in the UK that many in the US aren't familiar with. Some of the spelling of certain words are different as well.

The answer depends on the particular English learner and what they want to do with English. There is no general correct answer. Does the student want to study or work in the US? Learn US English. Want to go to the UK? Learn British English.

If they want to stay in their country, they can learn general English, or the dialect more commonly used in their country.

American English is more widely understood around the world, so I would go for that, unless you really like the sound of a British accent or you want to sound posh. (well some British accents sound very un-posh to me but I've heard that they all seem the same to Americans)
