Why 1st is correct: because the verb "has" is referring to the car -- the CAR has 4 wheels.

The car has 4 wheels
Because

First one is correct because a car is an "it" and not a person a she or a he/they/we

Have is used for people and has only for certain situations and certain pronoun situations.

The rules for has and have can be a lot to remember.

here is only one link,   https://proofreading.ie/portfolio/using-have-and-has-correctly/

it is possible to say "has for The man/ policeman teacher etc" if you are struggling re-ask the question again by asking "when do I use has and when do I use have" ?

It will take a while to grasp their use, and only after a lot of practise and making mistakes that will have to be corrected, but this is normal when learning a new language.
