I have a 4 years old son, he speaks two languages fluently, one of them from home and the other from the kindergarten. My question is could he learn English online or should I find an English kindergarten which is not easy to be found, besides that it would be more expensive than his current kindergarten. If you have any suggestions I really appreciate that.

I think your son is a bit too young for an online one-on-one lesson. If you can't find a native speaker near you,
you can choose teachers on Itlaki who use TPR (Total Physical Response) method.
Then, book half an hour lesson but only study for 25min max and you stay by his side all the time.

English lessons for children are generally ineffective. The situation is artificial and the child's interest is low. In person, a teacher can create interest (toys, books, drawings, exciting stories with voice changes and hand motions). Online, it is hard for a teacher to create interest. The child has a short attention span, so lessons are short. A lot of lessons are needed.
