I think that the main reason depends on the country they live in, because they will tend to use its language more, and the kids in future going to use the same language.
If these two languages are common in the country I suppose that the mother's language would be the dominate in the family because she spends more time with the babies than the father.

Joyce Ann , I think such act is senseless , first or last she will imitate an accent of people around : her friends ,classmates , teachers , neighbours , shop-assistents etc. My friend's uncle with his wife migrated to America and their daughter speakes Russian with very hard accent , in spite of the fact her parents try to keep it as a dominant language at home.
Well of course the language of the country you live in is the one you end up speaking the most. But for me, at home, it was always 50/50 - French with my father, Spanish with my mother - I never felt like there was a 'dominant' one.
