On TV programs, we can see many foreigners can speak Chinese fluently and sing songs well.Or, walking on the street, we may see a foreigner talking with friends in fluent Chinese.And a lot of Confucius Institutes has been built arond the globe.Indeed, Chinese is more popular around the world than before, and the population speaking Chinese is on the rise.Some people argue that this phenomenon is good for the development of the language and the communication between countries, while others doubt it.As for me, I prefer to the former.What do you think?

You need to be careful with your punctation. In English, we always put spaces after punctuation marks such as ", . ? !" etc. There are a couple of things I would alter in this, but I seem unable to correct it. I will write what I think sounds slihgty better here. I hope that you find this helpful:

Some people argue that this phenomenon is good for the development of the language and the communication between countries, while others doubt it (you can also say "while others disagree" which I think might be slightly more accrurate for what you mean). As for me, I prefer to the former. What do you think?

 

You grammar is almost perfect and you seem to have little problem expressing yourself in English :). 

-We would say Confucian Institutes because they are instutates pertaining to the religion of Confucianism. Confucius is really the noun for the person and not the religion. 

-We would say Confician institutes have, and not has, because there are more than one of them. We know this because you used the plural of "Institutes". 

-Try not to use too many words such as "But" "Or" and "And" at the start of the sentences. We can do this one for linguistic effect, but doing it again and again makes it sound like you keep suddenly having ideas and that you've not properly thought through what you are trying to say.
