Hi , I always tell my student " language isnt about the time that you spend with it , it is how to learn it ". " Dont chase the language , but force it to come to you ". All of that is only " speech" , The application is the keys if getting the language faster :
1- listening : with long time studying languages like English , Italian and Turkish. There is no a helpful factor in boosting your learning like listening.Tell me how much you listen I will tell you what is your level in a language
2-living in the language , let it be part of your life ..How is that?! simply put colored cards with punch of vocabs and expression in your room and even in your bathroom
actually there are list of these methods , I cant write the whole thing here! but I promise to make a special article to demonstrate all of these in details

Watching movies or cartoons in that language is the best way to learn a language... 

Practice. Practice. Practice! Do everything that you can in the language you are trying to learn. Speak it. Read it. Listen to it. It takes a lot of hard work but you'll see results if you practice. 

practicing it with someone who is fluent at this language.

I think you have to live it. You have to get immersed in it. Whatever you like to do, do it in that language. Let's say you like to read. So read a book in that language. You like certain type of music. Listen to it in that language.
