Since Itaki needs to be check couple of times a day, I think it will be much easier and enjoyable if there is an application for mobile devices . So is there any programmer in Italki so that they could write a programe for Windows phone, Android and iOS operation systems ?

I'm a software developer, Hassan. There are alot of freely available tools for mobile development. For Andoid, the SDK, emulator and programming languages are available at no cost. For iOS, there is Objective-C and Swift but you will require a Mac in order to develop, test and eventually deploy (personally, I use Delphi XE6 for mobile development because it covers me for both iOS and Android). For Windows for Mobile you would need Visual Studio. As for training, you just need to do some searches on YouTube; plenty of material there.

No, it doesn't sound crazy :) I don't know about a site that one can ask for writing a programe like you said, but if a site for programmer like italki.com I've found some, like https://www.learnstreet.com/ or https://www.codeschool.com/ ;
