what do you think about the common european framework of reference for languages?

do you think they are Ok? according to toelf I am 460 points, so I am B1 in the european framework? so do you think B1 is a low level? what is the highest level in English that is supposed to be like a native or at least an expert in the language? do you take tests for testing your knowlegdes in the language that you are learning?

I took IELTs test few months ago and I got 6.5 on average. I consider score or grade is nothing more than your performance in the examination. What is important for me is if I can speak and listen fluently with others. Well, it is just a standard you have to follow and reach,but rather, I really appreciate people who want to systematically lean English can take part in any lanugage test.
