Is this sentence correct gramatically and does it make sense?: the provincial assemblies of punjab,bengal,sindh and balochistan voted to join pakistan.

The correct grammar is: The provincial assemblies of Punjab, Bengal, Sindh, and Bolchistan voted to join Pakistan. Note that the comma (,) after Sindh is considered optional. Most newspapers and journals will not use the final comma in a list; most academic writing will. I personally use it all the time.
