If you are a bear, especially if your name is Yogi, and you are proud of your intelligence (relative to other bears), then you might say : "I'm smarter than the average bear".

если Вы общались с иностранцем который знает что бы из России (на Красной площади медведи в ушанках пьют водку) то вероятно фраза "ты умнее чем средний медведь" было аналогом "и не надо говорить что мой кот умный -- когда мы играем в шахматы у нас ничья"
