"Does age matter" - This is how you say it! Here are some examples of how it can be said in a sentence. Does age matter if you want to buy alcohol in your country? I have smart friends who are young and dumb friends who are old; does age matter? Does age matter when learing a second or third language?

We only indicate "he/she/it" once in a statement. So, "Age matters" and "Does age matter?" (the -s is attached to "do", in questions) There's no reason to add "the" to the sentence. We're speaking in general.
