In UK English, both are acceptable. US English doesn't tolerate the use of group nouns like "family" and "team" as plurals, and so you will be on safer ground if you stay with the singular.

"The whole family is vegetarian" is correct. Family is singular which calls for the use of is. If we were talking about families, since "families" is plural, we would use "are".
