C'est is a presentative (as in English "this is, it is").
Il est is mostly use to refer to a masculine subject ("Il est grand", "Il est Français", etc.), while c'est is never met in this sense.
However, "il est" is also used in impersonal constructions, quite often in concurrence with "c'est" (hence the difficulties): il est l'heure / c'est l'heure, il était temps, il était moins une / c'était moins une (it was just time), il était une fois (once upon a time), il est difficile d'apprendre le français / c'est difficile d'apprendre le français (it is difficult to learn French), etc. The construction with "il est" is often more literary than the one with "c'est".
