It is not a common expression- obviously a joke meaning'he had no energy' - there was no life in him . I haven't seen the episode or heard it before , it's probably a suggestive sexual joke a bit like ' there was no lead in his pencil! (work it out) It is a pun because there is a snapping turtle.
