You can use the 1 or the 3 question

This two are correct and you can use both without problem
1. ¿puedo quedármelo?
3. ¿me lo puedo quedar?

2. me puedo quedarlo? - This sentence is with bad structure

Tanto la 1 como la 3 son correctas. Puedes usar ambas, no hay ninguna mejor.
Además, ten en cuenta que "quedármelo" lleva tilde.
