1. We don't normally say 'It's difficult to me'. The usual construction is 'It's difficult for me'. 2. There is no significant difference.

I agree with the previous answer. You might hear someone say "it seems difficult to me" or "it feels difficult to me" but those are slightly different constructions, although with a similar intent.
