It's correct to say ...... ???? This sample was returned because didn’t had an answer to be delivered?> My doubt is with the auxiliar do in past time + verb in past time?

As John says, your sentence makes no sense. It isn't just a problem with grammar : the sentence itself has no meaning. I think that the word 'answer' may be wrong. Why don't you post again and ask for a translation of your original sentence from Spanish to English? There are dozens of English speakers who also speak Spanish here - I'm sure that someone will give you an accurate translation.

Sorry but the sentence doesn´t make much sense to me. The past tense should be "..it didn´t have...", not "...it didn´t had...", whereas - "...an answer to be delivered.", - makes no sense in the context of the sentence. I don´t see how "a sample" would have "an answer to be delivered".
