Well, here in Germany, I wouldn't call it native-like. But yes, most Germans are more or less fluent in English. A bit less among people who grew up behind the iron curtain, but even there, the youth is catching up (probably similar to the situation in the Czech Republic).
In the Netherlands and in the nordic countries, the level is better. One of the reasons is that they don't dub movies and TV shows, but only add subtitles in the local language. Thus, there is a lot of spoken English on TV and in cinemas, which makes it easy to pick up the language.
