Is it possible to say bye at night using "konbanha"? (I've been told it is a formal way to do so)
Of course, it is also a way to say "hello" (or "good evening" really).

I think it isn't possible. I've never heard of konbanwa as saying bye. We only use konbanwa as hello or good evening at night.
