It depends on context. Often, it means "Will you be able to attend?" Example: "We're having a party tonight for Sally's birthday. Can you make it?" Of course, it can also mean "Can you build/construct it?" Example: To a jeweler -- "I want a necklace shaped like a butterfly. Can you make it?"
