Если говорим про электрические приборы, то:
выключить = to switch off
отключить = to plug out

agree to skylrif. switch it off (выключить) usually means "click a button". disconnect/turn off (отключить) more often is to pull the cord out of the socket, pull the switch, etc. although in football there is an expression “switch off (выключить из игры) smb from the game” (meaning a counter smb's game)

отключить - разъединив, выключить из сети (электрической, телефонной, газовой)
