Hello Jocelyn,

It means that almost all (with exceptions) references to entrepreneurship disregard the element of legality of the activities associated with it.
You are supposed to tackle this issue by referring to the nature and tenor of entrepreneurship in post-apartheid South Africa.It is indeed marked by lots of illegal activities and even informal street trading.By showing examples of such activities you will rather present an argument for this position.
