In my opinion, I partly agree with the idea that all levels of education should be free to public. It's of great benefit to improve the overall quality of a nation's population. However, there might occur some issues if higher education being completely free of charge. As we know, no input no output, the quality of education somehow depends to a certain extent of economic condition, let alone higher education institutions.If higher education institutions no longer have money incomes, how could they support the salary of staffs? No matter the quality of teaching and studying. However, if the government like to pay for their people's education, that's another story.

I partly agree with the idea that all levels of education should be free to public. It's of great benefit to improve the overall quality of a nation's population. However, some issues might occur if higher education is completely free of charge. As we know, no input, no output; the quality of education depends to a certain extent on economic conditions. This is especially true for higher education institutions. If higher education institutions no longer have incomes, how can they support the salary of staff? However, whether the government would like to pay for their people's education is another story.

如果说 In my opinion 就不需要说 I partly agree 因为两者重复哦～同样的，somehow 和 to a certain extent 的意思相近，也不可以两者都用。Staff plural 的时候还是 staff，"staffs" 不存在呢。
