It’s not terribly clear, and if the goal is to sound profound, which is often the case for short sentences using the present tense, it doesn’t succeed. We usually ‘whoever’ to describe a person by some attribute. Here you seem to be trying to make some (unclear) general point about seeking and finding.

It's OK, grammatically. It's correct English. I'm not sure it's actually true.
