Do these two mean the same thing? She can't help herself. She can't help what she is.

They don't. "She can't help herself" can mean one of two things. Either 1) She is unable to control her behavior, or 2) She needs help from someone else. Both have to do with behavior. "She can't help what she is" refers to a state of being, not a behavior. It roughly means "It's not her fault that she is a certain type of person." I hope that helps!
