Please explain the gammer in the below sentence from the book "Divine Institute" by Lactantius. No one favours virtue but he who is able to follow it; but it is not easy for all to follow it: they can do so whom poverty and want have exercised, and made capable of virtue. I don't understand the meaning of "whom" here in the last sentence.

In plainer English: Only those who have experienced poverty and want are made capable of virtue.
