Do all the verbs plus a preposition count as a phrasal verb?
For example: go to, listen to, ask for

No, what makes something a phrasal verb is that the particle gives the verb a unique new meaning that it doesn't have when it's used alone.

no, phrasal verb changes the meaning
give up = surrender
while listen to doesn't change the meaning and thus isn't a phrasal verb
