Return on capital is used by finance and investment professionals and has a fairly strict definition.
Returns to capital is used in a more general way by economists to mean the benefits that accrue to investments.
Return of capital is also possible too and this tends to mean getting back the amount invested and nothing more.

ROC normally means Return on capital.

“Return on capital” is correct phrase for this. Singular “return”, preposition “on”
