What's the meaning of "Under/Over 60%" and "By Han-Chinese share of ..." in the diagram?

I believe the 'over 60%' is with respect to the Han ethnicity (fewer ethnic minorities), i.e. Han Chinese make up greater than 60% of the population in a prefecture. And, 'under 60% Han' are areas with a higher proportion of the population being non-Han or ethnic minorities.
