What does snappy mean? Quick issues? Doesn't make sense. What is another way to say it?

Normally we use snappy in the sentence: “Make it snappy.” This means you must hurry up in an informal or friendly manner.
We normally use the word "issues" in a business or formal context. The phrase “minor issues” is the better expression to use then.

Your interpretation is correct. Snappy issues will be issues which are quick, or snappy, to correct. It's an unusual use of the word, but the meaning isn't unclear.
