Holder means job or position.Dim means vague,unsure and and unclear as well.

to paraphrase . . . . O'Brien, who was a member of the inner party, had a job so important and distant from Winston's experience, that Winston had almost no idea what sort of job it was. BTW . . . did you know there is a movie of this? O'Brien was Richard Buron's last role before he died, I believe. It's very good. Probably not the best choice for a first date, however.
