Back numbers are old editions of periodicals (newspapers or magazines). To call for the appropriate issues means to request the editions of the newspapers that were issued on particular dates. Winston's job is to re-write old newspapers to support the party's current views, so he is calling up the editions of newspapers that were issued on a particular day in order to change them.
