What does “turn on” mean in “have the weather turn on me”?

Another way of saying this would be "turn against."
You were going to have a wonderful day out, but the weather turned on you. So you now have bad weather. It carries the idea that the weather decided to just change and destroy your plans, like a wild animal might turn and decide to attack you.

Change to the worse.
As is:
I am going sailing today. I hope the weather does not turn on me. I dont like sailing in bad weather!
