what does "by the beach" mean here? does it mean on the beach?

It could mean on the beach but it may be too glary to use a laptop. This usually means that you are going on a vacation with some work included...a break from your usual environment. And yes I would definately choose somewhere close to the beach.

It means a week staying somewhere near to a beach.
