I know i could say it without "is" nor "are" but if I want to say it like that which one I should use and why?

All of this money is to me - this is the correct one.
All is the subject and is treated as singular because money is singular. In this case all needs the verb is. Since money is singular, it needs this.

Are you trying to say “All of this money is mine?” (Also you use ARE for plural words and IS for singular)
