Yes, to “make a friend” is to meet someone you enjoy being around. (Example: My brother is outgoing. He makes friends everywhere he goes.) To “be friends” means that you and your friend have known each other for awhile. (Example: My neighbor across the street from me is my friend.”) **Caution**, to “befriend” is a verb that has the same meaning as to “make a friend”. It isn’t used often. (Example: I befriended her because we both like music.)
