I agree with the previous comment…This is not a common phrasal verb used. I’ve actually have never heard it used, but I do believe it’s rather old and out of fashion. Today’s alternative: Swamped Slammed Tied up with Busy as a bee/beaver Neck/eyeballs deep in something In the weeds There’s more I’m sure. You get my gist 😉

#3 would be similar to the meaning of #2, which is the best answer, except for its misspelling and missing comma. One could say, "I have been under the pump, working on it."
