After looking up the English dictionaries, I found that "wrangle with" means "argue with (someone over something)", so should "wrangle with" be replaced with "wrangle over"? Over the coming year Genomics England, along with doctors, patients and the wider public, will ***wrangle with*** such questions.

It depends what you want to say… If you mean the doctors, patients etc will fight with each other about are the right answers to these questions, then “wrangle over”. If you mean these are difficult questions, and doctors, patients etc will have to work hard together to find good answers to these questions, then “WRESTLE with”.
