Yes you could. The reality is that sometimes it's a process of elimination
However, annoying and dislike connect more strongly to each other.

a person who annoys you is obvious
but
if someone is jealous -- you won't know about that and thus the statement "I really don't like him" won't be used
jealousy is a secret feeling
