There isn't much context, but I read it as three different people: "I", "my friend" and "him". Let's call "my friend" Tom, and "him" David to make it less confusing.

So: I couldn't have/let/allow Tom celebrate his (own) birthday without David (also being present).

Or, if the context is different, it could be David's birthday.
So: I couldn't have Tom celebrate David's birthday without David (also being present).

So as you can see, just using pronouns is confusing. Normally, the identities are established earlier, but when you have two people, both using "he/him" pronouns, talked about in a single sentence, it can become confusing unless one writes very carefully.
