Does "look up to" in this sentence mean "respect" or "admire"? But it sounds strange to say that users "respect" influencers to help them. "It is estimated that about 40 per cent of the world’s population use social media, and many of these billions of social media users look up to influencers to help them decide what to buy and what trends to follow."

Yes, "respect" and "admire" are both roughly synonymous with this use of "look up to." A more exact definition would have to be a little wordier. They admire these "influencers" so much that they seek to be like them, think like them, act like them, etc.

“look up to” means more than admire or respect. It means you see that person as a role model, someone you aspire to be like.
look up to > admire > respect
If I look up to someone, I clearly admire and respect that person.
But I can admire and respect someone but not look up to him/her.
Additionally I can respect someone but not admire him/her.
